What about this:

cat /proc/sys/net/ipv4/ip_forward

Does it return 0 or 1?

If it is returning 0, then do
echo 1 > /proc/sys/net/ipv4/ip_forward
and see what it does.

Same problem fixed here. Also due to an error somewhere in the config file.
